Go to a bookstore and load up on books on technical analysis. Don't worry if the examples are from stocks or futures. The ideas are the same for forex.
Most forex dealers give you charting tools for technical analysis on the trading platform they provide free when you sign up.
I don't recommend any of them, it's an unregulated market and you will lose all your money by these cheats. I know you still want to lose your money so what you need to do is stay off the radar and trade very small amounts. Don't get greedy in this market, they will wipe you out in an hour or two.

It is safest to trade with a licensed broker. One with internet trading platform would enable ease of access to trade. I trade with OANDA, quite good. So far so good.

I would say trader with whatever you like and trust the most. Whether it maybe a website, local brokers or software etc.
There are many average Joe Brokers on the market, some definite scammers and a sprinkling of seasoned Pro's.
Do your homework, visit forums, write a thread asking this exact question. Check who responds, see how many posts they have, see when they joined. If they have over a 1000 posts chances are they know what they're on about and there advice on who they recommend will probably be invaluable.
